The Victims Resource Center began in 1974 as a grassroots organization called the Luzerne County Women Organized Against Rape. The organization was formed as a response to the nationwide rape crisis movement to serve as a support and resource center for women who were victims of crime, particularly rape. The organization provided many of the services still offered nearly 30 years later, including a 24-hour hotline, accompaniment to police interviews, hospital emergency room and court proceedings, a referral service for medical and additional counseling services, and educational presentations and written materials for professionals and the general public.
